A message from Administrator Joe Woodin
FISCAL YEAR 2014 was a transformative one for Gifford as several long-term initiatives came to fruition—efforts that will not only benefit patients but also position Gifford well for the future in an era of health-care reform.
In November 2013, a very excited Senator Bernie Sanders called to say that Gifford had been designated a Federally Qualified Health Center. What we qualified for were federal funds that provide greater access to primary care—including dental and mental-health services—for Medicaid patients and the uninsured. By July, after a lot of hard work by our administrative team, we were ready to start drawing on those funds.
The Gifford Retirement Community now under construction in Randolph Center passed its final regulatory hurdle a month before the senator’s phone call, and ground was broken in the spring. Add to these developments the hospital’s conversion to single-patient rooms and Gifford’s transition to electronic medical records and you can see why we’ve titled this report “Building for the Future.” In the following pages, we discuss the new developments and relate them to the changing health-care landscape.
Last but not least, Gifford “made budget” for the fifteenth year in a row, a feat not replicated by any other hospital in Vermont. Achieving its state-approved operating margin is an indicator of Gifford’s health as a medical center, community organization, and employer, and credit for this achievement goes to the entire staff.
Two organizations solidify commitment
to the care of area seniors

On September 30th, Project Independence and Gifford Retirement Community, part of Gifford Health Care in Randolph, officially merged in a ceremony and celebration held at the Barre-based adult day program.
The ribbon joining ceremony was attended by representatives from both organizations, participants and their families, dignitaries, and special guests, including Project Independence founder Lindsey Wade.
The merger comes after years of struggle for the independent adult care program, Vermont’s oldest, which faced flood recovery efforts in 2011 in addition to other facility issues and financial woes.
“It is very hard in these changing times in health care for a stand-alone nonprofit to make ends meet,” says Project Independence executive director Dee Rollins. “Merging with Gifford allows us to be off the island with more supports and resources so we can grow our services for our elders and caregivers. Gifford is the right and best partner Project Independence could imagine.”
While still responsible for their own bottom line and fundraising efforts, Project Independence now has the resources and backing of the financially stable Gifford to help maintain ongoing services.

And the center is already experiencing the benefits of being part of a larger organization through savings in expenses and access to a wider range of resources.
For example, Project Independence is now able to utilize purchase point buying for a savings on supplies and groceries while also benefiting from the services of established Gifford departments such as billing, payroll, human resources, marketing, and others.
For Gifford, the merge is an opportunity to expand on its commitment to the region’s seniors. Already home to an award-winning nursing home and a successful adult day program located in Bethel, Gifford has a strong foundation in caring for the aging.
It’s a foundation they are building upon with the creation of a senior living community in Randolph Center. This new community will include a nursing home, assisted living and independent living units.
Construction on the campus began this past spring with work focusing on infrastructure and the building of a new Menig Extended Care facility, the 30-bed nursing home currently connected to the main hospital.
Current Menig residents are expected to transition to the new facility when construction is completed in the spring of 2015, a time that will also see the ground breaking of the first independent living facility.
The following is an excerpt from our 2013 Annual Report: A Recipe for Success.
This has been another successful year for Gifford, and it is due to our continued ability to take care of so many different patients, from so many different communities. Ultimately that is our mission and focus, and for me constitutes our Recipe for Success. We continue to offer treatment and services over a wide geography, and “how” we do that is as important as “what” we do. We strive to bring personal attention into the clinical delivery system through relationships and flexibility. Sometimes we do these things very well, and sometimes we learn and grow from our experiences and shortcomings. In all instances we are indebted to the many communities and friends who utilize us and give us feedback and support.
A Gallon of Leadership
This has also been a year marked with stress over health care reform and the roll-out of both a national and state-wide insurance product (i.e. Vermont Health Connect). Although the state has done a better job than the federal government in implementing the insurance exchange, there is still much uncertainly about these new programs, with people looking for answers and assurance that this is the “right direction.” That uncertainty, however, does not find its way into our planning for the future. Gifford has always relied upon a simple understanding that if we focus on patient care, quality and insuring access to everyone, regardless of their ability to pay, we will be successful. Maybe it’s that three-ingredient recipe that has helped sustain us over these past 110 years (since our founding in 1903). While others are employing sophisticated forecasting techniques and prediction models, we are just trying our best to be your medical home and guide.
I hope you enjoy this report, and the many stories that highlight our efforts this past year. We are grateful for the legacy we have inherited, and continue to build upon that
success each and every year.
Gifford Medical Center’s plans to create a senior living community in Randolph Center and renovate the Randolph hospital to have private inpatient rooms cleared a final permitting hurdle Thursday when it earned Certificate of Need approval from the Green Mountain Care Board.
The 5-0 decision was the final approval needed for the project to move forward.
“We’re ecstatic. This project has been years in the making and we’re excited to be moving forward. Our community is in dire need of more senior care and housing options and patients will benefit from the private room model, which is proven to enhance patient safety and satisfaction,” said Gifford Administrator Joseph Woodin, who was on hand in Montpelier Thursday to hear the board’s unanimous vote.
As part of the project, Gifford will move its 30-bed, award-winning nursing home, the Menig Extended Care Facility, to 30 stunning acres in Randolph Center. When the new nursing home is built, current nursing home rooms at the downtown medical center will be converted into private hospital rooms.
Independent and assisted living options will be added over time in Randolph Center to create a vibrant senior living community. Up to 150 total units are planned. The project’s first phase calls for the reconstruction of the 30-bed nursing home and a 40-unit independent living facility. Later phases, including 60 more independent living units and 20 assisted living units attached to the nursing home, are spread over 20 years.
Faced with facility constraints and a great number of inefficient older buildings in its downtown location, Gifford has been planning for this project for years. Many options were considered, including rebuilding the entire medical center. Looking at the most affordable, least disruptive option, the hospital finalized its plans in 2011 and filed for Act 250 approval under select criteria on Oct. 3, 2011.
Significant discussions on the use of “prime agricultural soils” for the development delayed discussions and approval on those criteria did not come until Jan. 3 of this year. Full Act 250 approval was sought on April 2, 2013, and awarded Aug. 13. Randolph Development Review Board approval also came earlier this year.
The hospital first filed its Certificate of Need application on Oct. 3, 2012. After the initial detailed review, Gifford resubmitted a revised application in May. A final hearing was held just last month on Sept. 26 and a verbal decision issued on Oct. 10.
A written decision was released late Monday. In it, the board finds the project has met all Certificate of Need criteria, including regarding cost, need, quality and access, and public good. “Gifford has demonstrated that the project serves the public good by enhancing services, improving quality of care and increasing customer satisfaction,” the five-member board wrote.
“We appreciate the Green Mountain Care Board’s thoughtful review and support of this project. The board clearly saw the need and the vision. Due to this decision, we will soon be able to better meet the needs of our community,” said Woodin, who also thanked community members for their support.
“It’s very exciting for all of us, for the staff, for the residents of Menig as well as those who will live in independent and assisted living. Thank you very much for the time, effort and all of the work folks have put into this.”
The hospital plans to begin construction on the Randolph Center nursing home in the spring.

In the final day of his “Cycling Vermont’s 14” 500-mile bicycle tour of the state’s 14 counties, Lt. Gov. Phil Scott stopped at Gifford Medical Center in Randolph early Tuesday afternoon.
Scott, who is seeking re-election next month, was met by a small group of Gifford employees and community supporters. Scott briefly talked fitness as vital to good health, and safety. On the first day of his journey he encountered railroad tracks and cracked his helmet, he said.
On the last day, with a new helmet securely in place, his visit to Gifford led to an impromptu tour of the medical center’s Menig Extended Care Facility nursing home, which Gifford is trying to rebuild in Randolph Center as part of a senior living community.
