The Gifford Health Care Board of Directors announced on Friday that long time Administrator Joseph Woodin will be leaving the organization in May to live in Massachusetts where he has accepted the Martha’s Vineyard Hospital CEO position.
In announcing his resignation, Woodin stressed that the move was for personal reasons.
“There is not a single reason why I should leave, or want to leave Gifford,” Woodin said. “In the last three years I lost my wife, and then my mother, and it has been a time of personal reflection for me. It’s the right time for me to move forward in life and pursue another opportunity.”
He expressed great appreciation for the relationships he has built with the board, staff, and community during his 17-year tenure, and for the accomplishments they had achieved together.
To assure a smooth and successful leadership transition, the Gifford Board will appoint an interim administrator to work with the hospital’s senior management team and facilitate operations and ongoing projects at Gifford. They have begun what is anticipated to be a 6-9 month national search for Woodin’s replacement.
“Gifford’s Board is fully supportive of Joe as he pursues this new chapter in his life,” said Gifford Board Chair Gus Meyer. “Gifford has a solid foundation, and we have exciting ongoing projects that we will continue to work on. Thankfully, we have an extraordinary staff, providers, and a management team, and we will continue to support of the excellent work they do.”
Since Woodin came to Gifford in 1999, the hospital has met its state-approved operating margin for 16 consecutive years while enjoying a period of expansion in services and physical growth.
Today Gifford has more than 600 employees in 11 locations. In 2013, Gifford’s long-time focus on community primary care was strengthened with a Federally Qualified Health Center designation, and in 2014 it was named a top 100 Critical Access Hospital in the nation.
During his tenure Woodin oversaw expansion of Gifford’s network of community health centers to include clinics in Berlin, White River Junction, Wilder, Kingwood and the popular Sharon Health Center. His commitment to strategic planning and master facility planning has brought a newly renovated ambulatory care center, expanded radiology and emergency department.
Woodin’s latest vision includes the creation of a Senior Living Community in Randolph Center and private patient rooms. The Randolph Center campus includes the Menig Nursing Home and work is slated to begin in the spring on the first independent living building. Patients and staff transitioned to the new private patient rooms in December and work continues on the renovated Birthing Center.
Gifford has also expanded patient services during this time, ranging from the creation of a hospitalist program in 2006 that has allowed the hospital to provide local care for more serious illnesses to the creation of a the Palliative Care program. The guiding philosophy has been to provide appropriate care for all stages of life from birth to end of life.
Woodin’s commitment to the community has spread beyond the walls of Gifford to include ongoing support for local businesses. He has worked diligently to encourage economic growth and vibrancy to help build a healthy community.
Funds raised through sales at popular volunteer-staffed community Thrift Shop

Gifford Medical Center’s Auxiliary announced a million-dollar gift to the hospital’s Vision for the Future campaign at the organizations quarterly membership luncheon on November 15, 2015.
Funds for the generous gift were raised through sales at the popular volunteer-staffed Thrift Shop in Randolph.
The Vison for the Future campaign is raising funds to support a multi-phased project that built the new Menig Nursing Home in Randolph Center (which opened last spring), 25 private inpatient rooms (which will open mid-December), and an updated and more centrally located Birthing Center in the hospital (planned to open next spring). The campaign needs just $800,000 to close the $5 million campaign, and hopes the Auxiliary’s gift—created through hard work and small-dollar sales—will inspire others to invest in the hospital’s future.
“This gift represents an overwhelming generosity of time and resources,” said Gifford Administrator Joseph Woodin, who noted that over the years the Auxiliary has supported strategic projects (including the original Menig Extended Care wing, the Philip Levesque Medical Building, and the employee day care center) as well as annual departmental “wish list” items not included in the hospital budget. “The Auxiliary is a key part of Gifford’s success, and truly adds tremendous value to our community.”
The Thrift Shop first opened its doors in 1956 and has been providing clothing and household items to bargain hunters and those in need ever since. The 148-member Auxiliary runs the Thrift Shop, with some paid staff and many dedicated volunteers who sort through donations, clean and mend clothes, price items, stock shelves, and staff the store. Each year the Auxiliary also funds scholarships for college students pursuing health careers, financial aid for students enrolled in LNA programs, and supports other community outreach programs.
Auxiliary President Margaret Osborn says the Thrift Shop’s success can be measured in terms of money raised, but also by the enthusiasm of the volunteer workers, the creativity of employees, and the many community customers and donors.
“This million dollar gift reflects our community’s enthusiasm for re-gifting their possessions through the thrift shop, helping to ensure that we have high-quality local hospital care and good merchandise at prices everyone can afford—from fire victims to frugal shoppers,” said Osborn. “We provide an effective, simplified process that gets unused goods out to those who can use them. At the same time we offer tremendous opportunities for people with vitality and skills who want to give time to community service.”
Woodin also notes the many layers of the Thrift Shop’s community contributions. “We are so fortunate to have this unique community resource,” he said. “It helps the hospital, it helps people with limited resources, it keeps unused items from cluttering homes and out of the landfill, and it offers everyone the joy that comes with finding a good bargain. That’s a universal gratification!”

Flashback to March 2014. Gifford’s switch to electronic medical records, the industry standard, has been in the works for a couple of years. The challenge: To complete the transition before spring 2015, when government penalties are due to kick in. For the shift to occur, providers—doctors and other medical professionals—will have to learn to use the system. This learning will be put to the test in front of patients. A prevailing sentiment: “I was really hoping I’d retire before we got around to doing this.”
“EMR came out of the Affordable Care Act as a sort of a mandate for us,” says Gifford Administrator Joe Woodin. “We had some electronic files and file management in the past, as many hospitals do, but now there’s a clear mandate of completing that loop, and the government has given us economic incentives to do it, as well as economic penalties if we don’t. So like every other hospital in the country, we’ve been passionately working on this for a couple of years.”
When we think of doctors, we think of clipboards and script pads and cheap ballpoint pens. We think of scrawly handwriting. With the shift to EMR, doctors who were used to scribbling notes on charts and sending them to medical transcriptionists were being asked to give up those tools and plug in the data electronically. VP of Finance Jeff Hebert likens the task to mastering Excel when you’ve been doing spreadsheets by hand for years.
“To add more complexity,” says Hebert, “the product was a brand-new one for our hospital vendor; they redesigned it and we were the first to be going live with it. So in addition to my Excel analogy going on with our providers, CPSI was introducing us to a product that they weren’t that familiar with because they had just created it.” Across the health-care system, a piecemeal electronic infrastructure that lacks standardization—unlike, say, the banking system—did nothing to make the task easier.
By March, pediatrics was trained and ready to go. The first wave of physicians began walking into exam rooms hugging their new laptops. Office visits slowed.
“A lot of organizations have found that transitioning to EMR affects their productivity and some of their morale,” says Woodin. “It asks a lot of the providers and the patients. The challenge would be equivalent to going metric or if you were asked to speak a different language.”
Over the summer, primary care joined the campaign. Neurology, surgery, and other specialists stepped up in the fall.
Meanwhile, providers and patients were starting to experience the benefits of the new system.
“Electronic medical records will allow our organization to be fully integrated across the continuum of care, from inpatient to outpatient to pharmacy—the whole thing. And it’s going to allow us to better care for you. If you walk into the ER and you’re a patient in our Bethel clinic, the ER can pull up your record from this morning—it’s already there,” says Rebecca O’Berry, vice president of operations and the surgical division.
“So if you’re a poor historian—meaning, for instance, that you can’t remember what pills you take or whether you’ve had your gall bladder out—or you just know that you saw somebody today and you still don’t feel well, they can pull it up, whereas before we had nothing. If it’s seven o’clock at night, you can’t call Bethel and say, ‘Hey, I need you to pull this record and read to me what happened.’ There’s no delay, no lag time waiting for dictation. For somebody who has had care and needs more care within the next day or two of their last visit, everything’s there, and that’s the beauty of it.”
By the end of the year, providers were settling into their new routine and at least some of the kinks had been worked out of the new system.
“We’ve done a good job,” said Woodin. “We’re working through it. There are always improvements to be made.”
109th Annual Meeting celebrates forward-looking growth in programs and facility

Nearly 100 community members gathered Saturday night for “Building for the Future,” Gifford Medical Center’s 109th Annual Corporators Meeting.
Reporting on an exciting and transformative year, administrators and board members highlighted the implementation of several long-term initiatives:
The new Menig Nursing Home, looking out over the green mountains in Randolph Center, will open—on time and on budget—mid-May 2015.
The hospital wing vacated by Menig will be converted into state-of-the-art private patient rooms to offer privacy for provider consultations and family visits, and to accommodate medical technology at the bedside.
A new organizational structure, created to reflect Gifford’s new Federal Qualified Health Center designation, will allow Gifford to offer enhanced preventative, dental, and behavioral health services to our patients.
“It’s been an extraordinary year,” Gifford Administrator Joe Woodin stated. “These initiatives strengthen the services we offer our patients and also position Gifford well for the future in an era of healthcare reform.”
Moving forward while making budget for the 15th consecutive year
After presenting the annual hospital report and a brief update on the uncertain state of Vermont’s healthcare policy, Woodin noted that Gifford has maintained ongoing fiscal stability while pushing ahead with these forward-looking initiatives. For the 15th consecutive year Gifford has made budget and achieved its state-approved operating margin. The culmination of years of research and planning, each of these new projects reflect Gifford’s commitment to providing quality community care for years to come.
New $5 million capital campaign launched Lincoln Clark, board treasurer and co-chair of the “Vision for the Future” campaign, announced the launch of the public phase of the $5 million capital campaign.
“As of tonight this campaign is no longer silent,” Clark told the group. “It has been a remarkable experience—we started two and a half years ago with a vision, research, and a community survey. We decided then to wait until we raised 60 percent before going public, and we’ve exceeded that goal. We hope to reach the campaign’s $5 million goal by December 31st of this year.”
The “Vision for the Future” campaign supports the hospital’s conversion to industry-standard private patient rooms, and the construction of the new Menig Nursing home in Randolph Center. Menig, one of only twelve nursing homes in Vermont to retain a five-star rating from the Centers for Medicare and Medicaid Services, will anchor the new Morgan Orchards Senior Living Community in Randolph Center.

A panel presentation looked at four recently implemented changes that will help Gifford provide for future community healthcare needs:
Dr. Martin Johns, medical director for Gifford’s FQHC and hospital division, talked about building the behind-the-scenes administrative structure now in place that will help Gifford provide expanded preventative, dental, and behavioral health services as a Federally Qualified Health Center.
Dr. Lou DiNicola, pediatrician, described the challenges staff faced while transitioning to a federally mandated Electronic Medical Record system. Now that the transition is complete, the benefits are clear: greater efficiency and improved patient care.
Alison White, vice president of Patient Care Services, talked about how important private patient rooms are for provider consultations, improved patient care, and how they will help bring medical technology to patients’ bedside.
Linda Minsinger, executive director for the Gifford Retirement Community, talked about plans for the new Morgan Orchard Senior Living Community in Randolph Center.
Gifford scholarships and awards presented
Bailey Fay was awarded the Dr. Richard J. Barrett Health Professions Scholarship, a $1,000 award for a Gifford employee or an employee’s child pursuing a health care education. Laura Perez, communications director of the Stagecoach Transportation Services, accepted the $1,000 Philip D. Levesque Memorial Community Award, given annually in recognition of his personal commitment to the White River Valley.

For the second year of a two-year commitment, the $25,000 William and Mary Markle Community Grant was given to schools in Gifford’s service area to promote exercise and healthy eating and lifestyles.

BARRE – The state’s first adult day center, Project Independence, got its start in Barre in 1975 when a nursing home activity director, Lindsey Wade, recognized an opportunity to do things better and more cost effectively.
Wade encountered nursing home residents who didn’t seem to medically belong there. Others were visiting the nursing home daily for the social interaction. Wade had an idea. The area needed an adult day care and not a medical model adult day, but a social model – something that didn’t exist anywhere else in the country.
An active board and an interested city brought to life Project Independence on Washington Street and in the decades since, its model has not only flourished but expanded statewide. There are currently 14 adult day programs in Vermont.

Today’s Project Independence serves 23 towns in Washington and northern Orange counties, welcoming an average 38 seniors and the disabled each weekday. The project includes meals, showers, medication management and ample activities, allowing them a fun and safe day care experience while also allowing them to stay at home – a far more affordable model than nursing home care.
But statewide adult days are struggling. Funding available for adult days almost guarantees failure. “The Adult Day financial model is not a successful one,” says Project Independence Executive Director Dee Rollins. “It’s a continued struggle to support our model.”
And Project Independence has had some recent extra hurdles.
It bought a North Main Street location and moved in 2010. Less than a year later, in May of 2011, the building flooded during a period of torrential rains that had storm water draining through a bulkhead into the building’s basement causing $295,000 in damages and losses. The following summer a sewer hookup issue during Barre’s “Big Dig” caused backups and additional damages and losses.

Between those losses and looming health care reform that promises changes to health care funding and encourages health care relationships, small, standalone Project Independence began looking for help in the form of a partner. It found it in Gifford Health Care in Randolph.
Project Independence of Barre and the Gifford Retirement Community, part of Gifford Health Care in Randolph, will merge at the conclusion of Gifford’s fiscal year on Sept. 30. Boards for the two nonprofit organizations unanimously agreed to the merger in May after studying the relationship for more than a year.
It will be a full asset merger with Project Independence retaining its name, location and fund-raising dollars. Project Independence’s board will become an advisory board to provide local perspective and experience, and employees will become part of Gifford, opening the door to enhanced benefits. Project Independence will benefit from Gifford’s staff, from financial to billing to nursing help, as well as its buying power as a larger organization.
For Project Independence it is an opportunity for financial stability and more amidst what have been a stormy couple of years and the projected financial changes under health care reform. For Gifford, it is an opportunity to further its work to support seniors and to partner with a reputable organization.
“It’s the right thing. It’s the right match. We have the right partner,” says Rollins, who was drawn to Gifford because it has its own adult day, the Gifford Adult Day Program in Bethel, shares a mission of supporting seniors and because of the Randolph hospital’s commitment to community.

Gifford is currently building a senior living community in Randolph Center that will include a new nursing home and independent and assisted living units after seeing a need in the community for these services.
The Randolph medical center also already has services in the Barre area in the form of a health center off the Airport Road in Berlin. The Gifford Health Center at Berlin is home to family medicine, pediatrics, internal medicine, infectious disease, midwifery, orthopedics, podiatry, neurology and urology services.
“The combination of the two of us makes a lot of common sense and a lot of business sense,” Project Independence Board Chairman Steve Koenemann said, calling his board’s vote a very easy one to make and the plan “a no-lose proposition.”
“The goal is try to see the program grow,” Koenemann said. “We don’t want to change Project Independence. It has nearly 40 years of experience and reputation serving that community that’s not something that you want to back away from.”
“It’s not taking away anything from Project. It’s all additions,” added Rollins.
Gifford employees have already been providing support to Project Independence over the last year as the two organizations have carefully studied a merger.

“When someone has a humble request for help as it relates to the delivery of health care services, we take that seriously,” said Gifford Administrator Joseph Woodin, praising Project Independence’s board, values, volunteers and hardworking team. “For us, that’s extraordinarily appealing and we’re thankful that they’ve asked us.”
“We feel this is an honor that they asked,” agreed Linda Minsinger, Gifford Retirement Community executive director. “This is the right thing to do. It’s really important that these participants have a place that will carry on.”
Joining with Project Independence is in keeping with Gifford’s mission and providing support to a needed service that will no doubt grow as the state looks for more affordable ways to care for a growing senior population, said Gifford Board Chairman Gus Meyer.
“When you’re a very small organization, you don’t have the staff to do all of the different things to be done. It’s extremely difficult and it’s extremely draining to make an organization of that size successful. They’ve done a great job of keeping their organization alive in the face of huge challenges and at the same time provided a great service,” Meyer said. “A larger organization is much more able to absorb things that just come up. If there’s some facilities’ damage, it doesn’t become devastating.”
That is a scenario that has Project Independence breathing a sigh of relief.
“We are just all so encouraged. This just brings a true breath of fresh hope,” Rollins said. “We’re dancing in the streets.”
Well, maybe in the living room.
Project Independence participants – most of whom think of their home away from home as “the club” not an adult day center – let up a cheer upon hearing the news from Rollins that “the club” would merge with Gifford.
Staff members, who have been part of what have been very transparent discussions, were equally enthusiastic.
Cook Pam Bresette of South Barre said, “I think it’s going to be fabulous.”
Office Administrator Sue Catto of Barre took her job a year ago knowing positive changes were coming.
Licensed nursing assistant Amanda Koledo of Barre hopes to go to nursing school. Gifford provides tuition reimbursement.
Koledo has worked at Project Independence for six years. “I think it’s so exciting,” she said. “We’re on an island and we’ll now have life jackets.”

Amid cloudy skies and unseasonably chilly temperatures, a crowd of more than 100 turned out Tuesday afternoon to show their support as officials from Gifford Medical Center officially broke ground on a much-anticipated Senior Living Community.
For more than two years Gifford in Randolph has been working to gain approvals and move forward with a project that includes the reconstruction of its 30-bed nursing home, the Menig Extended Care Facility, on 30 picturesque acres in Randolph Center. Later phases of the project would include up to 100 independent living units and 20 assisted living beds.
Plans additionally call for renovations at the hospital. Once Menig moves, the current nursing home at Gifford will be renovated into 25 private inpatient rooms for patient safety and privacy. The hospital now has shared rooms.
Gifford earned Act 250 approval for the first two phases of the project – the new 30-bed nursing home and 40 independent living units – last August and Certificate of Need approval for both the new nursing home and hospital renovations from the Green Mountain Care Board in October.
Spring construction was planned and on Tuesday hospital officials along with the contractor HP Cummings Construction Co., architect MorrisSwitzer, and engineer DuBois & King broke ground on the new nursing home.
“It is a great occasion to celebrate this next step,” said Gifford Administrator Joseph Woodin. “To be able to put the shovel to the ground, we’ll remember this.”
Woodin noted the nursing home’s history and track record.
Gifford opened the Menig Extended Care Facility in 1998 after a local for-profit nursing home, 53-bed Tranquility Nursing Home, was “closed” by the state for quality concerns.
Since it has opened, Menig has won numerous state and national awards for quality, including being named one of the country’s 39 best nursing homes in 2012 by U.S. News and World Report. The only nursing home in all of Orange County, Menig has a significant waiting list – about 100 people – for care.

It’s nursing home officials’ hope that by adding assisted living units, some of that waiting list will be diminished. The medical center has also seen community members move outside of the area for independent living options.
Ashley Lincoln, Gifford’s director of development, called the project “both personally and professionally exciting.” “It is an opportunity for Gifford to carry on its tradition of meeting the community’s care needs, and it will allow more of our senior family and friends to remain in the region where they have grown up.”
The project, said Gifford Board of Trustees Chairman Gus Meyer, is a step forward for the hospital and the community.
“It has long been true in health care, if you stand still, you’re going to lose,” Meyer said.
And while Tuesday’s groundbreaking was for the new nursing home phase of the project, the complete plans are what excite Meyer.
“It’s not just a nursing home moving up on the hill. It’s all the renovations that are going to occur at the hospital,” he said, “and independent and assisted living come behind. We’re really excited about that, and we’re really excited to do this in a way that makes sense financially and that makes sense for our communities.
“This is all a part of Gifford becoming even more involved in the health of our communities, … and doing all we can to realize our vision of having the healthiest communities that we can.”
Construction on the new nursing home is expected to take about a year. Renovations at the hospital will follow.

If there was any doubt that Randolph’s local hospital – Gifford – stands above when it comes to commitment to community and financial stability, it was wholly erased Saturday as the medical center held its 108th Annual Meeting of its corporators.
The evening gathering at Gifford featured an overview of the hospital’s successful past year, news of spectacular community outreach efforts, a video detailing employees’ commitment to caring for their neighbors and a ringing endorsement from Al Gobeille, chairman of the Green Mountain Care Board and the evening’s guest speaker.

For Gifford, 2013 brought a 14th consecutive year “making” budget and operating margin, new providers, expanded services including urology and wound care, expanded facilities in Sharon and Randolph, a designation as a Federally Qualified Health Center and all permits needed to move forward on the construction of a senior living community in Randolph Center and private inpatient rooms at Gifford.
The Randolph medical center also collected a ranking as the state’s most energy efficient hospital, an award for pediatrician Dr. Lou DiNicola, national recognition for Outstanding Senior Volunteer Major Melvin McLaughlin of Randolph and, noted Board Chairman Gus Meyer, continued national accolades for the Menig Extended Care Facility nursing home.

“In the meantime, we’re faced with an ever-changing health care landscape,” said Meyer, listing accountable care organizations, payment reform initiatives and a burgeoning number of small hospitals forming relationships with the region’s two large tertiary care centers.
For some small hospitals, these shifts cause “angst.” “We like to think it brings us possibility,” said Meyer. “As both a Critical Access Hospital and now a Federally Qualified Health Center, Gifford is particularly well positioned to sustain our health as an organization and continue to fulfill our vital role in enhancing the health of the communities we serve.”

The FQHC designation brings an increased emphasis on preventative care and will allow Gifford to invest in needed dental and mental health care in the community, Administrator Joseph Woodin said.
Gifford is but one of only three hospitals in the country to now be both a Critical Access Hospital and Federally Qualified Health Center.
“Congratulations! You’re a visionary,” said Gobeille in addressing Gifford’s new FQHC status. “It’s a brilliant move. It’s a great way to do the right thing.”
And Gifford is doing the right thing.
Gobeille was clear in his praise for Gifford’s management team and its commitment to stable budgets, without layoffs or compromising patient care.

Gifford’s commitment also extends to the community.
In a major announcement, Woodin shared that thanks to the William and Mary Markle Community Foundation, Gifford will grant a total of $25,000 to schools in 10 area towns to support exercise and healthy eating programs.
Gifford annually at this time of year also hands out a grant and scholarship. The 2014 Philip Levesque grant in the amount of $1,000 was awarded to the Orange County Parent Child Center. The 2014 Richard J. Barrett, M.D., scholarship was awarded to Genia Schumacher, a mother of seven and breast cancer survivor who is in her second year of the radiology program at Champlain College.
The continued use of “Gifford Gift Certificates,” encouraging local spending during the holiday, invested about $40,000 in the regional economy in December. “These small stores appreciate it. It really does make a difference,” noted Woodin, who also detailed Gifford’s buy local approach and many community outreach activities in 2013, including free health fairs and classes.
The community in turn has invested in Gifford. The medical center’s 120 volunteers gave 16,678 hours in 2013, or 2,085 eight-hour workdays. Thrift Shop volunteers gave another 6,489 hours, or 811 workdays. And the Auxiliary, which operates the popular Thrift Shop, has both invested in equipment for various Gifford departments and made a major contribution toward the planned senior living community that will begin construction in May.

The night also brought new members to the Gifford family.
Corporators elected two new of their own: Matt Considine of Randolph and Jody Richards of Bethel. Considine, the director of investments for the State of Vermont, was also elected to the Board of Trustees and Lincoln Clark of Royalton was re-elected.
Leaving the board after six years was Sharon Dimmick of Randolph Center, a past chairwoman, and David Ainsworth of South Royalton after nine years.
‘Recipe for Success’
“Recipe for Success” was the night’s theme and built around a fresh-off-the-press 2013 Annual Report sharing patient accounts of Gifford staff members going above and beyond. The report, now available on www.giffordmed.org, credits employees’ strong commitment to patient-care as helping the medical center succeed.
Taking the message one step further, Gifford unveiled a new video with staff members talking about the privilege of providing local care and the medical center’s diverse services, particularly its emphasis on primary care. The video is also on the hospital’s Web site.

Health care reform
Shifting resources to primary and preventative care is a key to health care reform initiatives, said a personable and humorous Gobeille, who emphasized affordability.
“We all want care. We just have to be able to afford care,” he said. “In the two-and-a-half years I’ve been on the board, I’ve grown an optimism that Vermont could do something profound.”
Gobeille described what he called “two Vermonts” – one where large companies providing their employees more affordable insurance and one where small businesses and individuals struggle to pay high costs. “The Affordable Care Act tries to fix that,” he said.
The role his board is playing in the initiatives in Vermont is one of a regulator over hospital budgets and the certificate of need process, one as innovator of pilot projects aimed at redefining how health care is delivered, and paid for, and as an evaluator of the success of these initiatives as well as the administration and legislators’ efforts to move toward a single-payer system.
Audience members asked questions about when a financing plan for a single-payer system would be forthcoming (after the election, Gobeille said), about how costs can be reduced without personal accountability from individuals for their health (personal accountability absolutely matters, he said) and how small hospitals can keep the doors open.
Gobeille pointed to Gifford’s record of financial success and working for the best interests of patients and communities as keys. “I don’t think Gifford’s future is in peril as long as you have a great management team, and you do,” Gobeille said.
For a 14th consecutive year, Gifford Medical Center in Randolph has completed its fiscal year “in the black” and on budget.
Gifford Administrator Joseph Woodin made the announcement to staff on Friday following a detailed auditor’s review of the hospital’s 2013 fiscal year finances. The fiscal year ended Oct. 31.
Specifically, the medical center achieved both its state-approved budget and operating margin. An operating margin is the money the medical center makes above expenses – usually by 2 to 3 percent – to reinvest in programs, staff and facilities.
Achieving the operating margin can be an indicator of an organization’s success. “No margin, no mission” is a saying often used within non-profits. Gifford has made both its budget and margin each of the last 14 years – a major feat among Vermont hospitals. Continue reading →
95-year-old Major Melvin McLaughlin warmly celebrated

Randolph’s Maj. Melvin McLaughlin has spent more than 40 years selflessly volunteering at his local medical center, Gifford. On Wednesday that volunteerism was recognized – big time.
The 95-year-old retired U.S. Marine, fondly known as “Major,” was named the country’s 2013 Outstanding Senior Volunteer by Home Instead Senior Care.
Home Instead is the world’s largest provider of non-medical, in-home care services for seniors. Last year it launched the Salute to Senior Service Contest to recognize senior volunteerism.
Nominated by the staff at Gifford for his daily visits to the hospital, McLaughlin was named the Vermont winner of the contest last month and on Wednesday at noon at Gifford in Randolph was recognized as the national winner.
“Home Instead wants to encourage a positive outlook on aging,” Vermont franchise owner Patrice Thabault noted in presenting the award. “The Major and other (senior) volunteers are really changing the face of aging in the United States.”
With the recognition came a $5,500 check ($500 as the state winner and $5,000 as the national winner) from Home Instead to Gifford, the charity that McLaughlin chose to recognize with his award.

The gifts didn’t stop at the national recognition, however.
Hearing about McLaughlin’s honor, VA Medical Center Chief of Voluntary Service Karen Campbell attended Wednesday’s presentation to honor McLaughlin, a long-time VA patient, with its Courage of Valor award.
“They don’t necessarily have the time, but they always have the heart,” Campbell said of volunteers, “and, boy, do you have that.”
Fran Keeler of Vermont Department of Disabilities, Aging and Independent Living (DAIL) read a letter of commendation from DAIL Commissioner Susan Wehry. “Your more than 40 years of dedicated service … is appreciated. You’re an inspiration to us,” Wehry wrote.
Sen. Bernie Sanders sent his own letter of congratulations, thanking McLaughlin “for demonstrating such generosity and goodwill over the past four decades.”
Sen. Patrick Leahy sent McLaughlin a flag that had flown over U.S. Capitol.
And Gifford Administrator Joseph Woodin unveiled a granite plaque anonymously donated and featuring the words McLaughlin says to each patient, nursing home resident, and staff member he visits at Gifford: “Has anyone today told you that they love you?” McLaughlin then answers, “God does and I do too.”
The plaque of Barre granite now sits in the hospital’s visitors’ entrance as a permanent fixture for all to see.

It is the first time the family was all together since McLaughlin’s wife’s passing almost four years early to the day. She died on July 4 and was a resident of the Menig Extended Care Facility at Gifford, where McLaughlin still volunteers.
McLaughlin first moved to Randolph in 1967 after retiring from 25 years with the U.S. Marines, serving in World War II, Korea, and the infancy of Vietnam. He built a home and a second for one of his daughters, Sally, and then found himself with free time. He started volunteering at Gifford on Thursdays, delivering the local newspaper to patients.
Later, he took patient meal orders on a clipboard and then several years ago began making general rounds seven days a week, visiting with patients and staff alike, offering his telltale phrase of love, plenty of hugs, a positive attitude, and plenty of gratitude.
Woodin called that gift of love an intangible, but a powerful gift that anyone can afford. The fact that that gift and lesson on experiencing love comes from a tough Marine makes it all the more powerful.
Woodin sought to return the favor by asking the large crowd in attendance at Wednesday award announcement to honor McLaughlin with a warmly and loudly delivered, “We love you, Major.”
“My cup runneth over,” Major said in response, encouraging all in attendance to live each day with only gladness, no shame. “Thank you, Lord, for your blessings. I am a rich man.”

RANDOLPH – The South Royalton Band, often called the South Royalton Town Band, will headline a free community concert at Gifford Medical Center on Wednesday, July 11. The concert is the first public event in Gifford’s new park space since it was completed earlier this year.
Conducted by Dick Ellis, the South Royalton Band plays a mixture of marches, songs from Broadway, novelties, Dixieland music, patriotic numbers and features some soloists.
Marches include the work of American conductor John Philip Sousa, the “March king.” Melodies from such musicals as “The Music Man” and “The Sound of Music” will be heard.
“We try to have enough variety that everyone hears something that they enjoy,” said Ellis, who is in his 68th year of conducting the band and is known as this area’s “music man.”
Comprised of about 30 musicians from around central Vermont, the South Royalton Band is among the few surviving town bands in the region. Ellis credits word of mouth with attracting talent to the band and hard work with keeping it alive.
Ellis has dedicated his life to creating music in central Vermont as the band’s conductor; as the founder of high school bands in Randolph, Bethel, Rochester and his native South Royalton; and through the family business, Ellis Music Co., which supplies about 4,000 instruments to students in 350 Vermont and New Hampshire schools.
“My ambition was to give every youngster in Vermont the opportunity to play an instrument,” Ellis said.
Seven of Ellis’ former high school students still play in the band along with his own son and daughter. The band plays Thursdays on the South Royalton green and around central Vermont.
“I like to promote the arts as much as I can and Randolph for many years has been a place without a park,” he said.
When Gifford Administrator Joseph Woodin started talking about including a park at the hospital, Ellis was immediately interested. It was an opportunity, he said, to support two of his favorite things – the hospital and the arts.
“I was very glad to see something like that happening,” said Ellis, who helped fund the park construction, which was built entirely with donations.
Now Ellis’ band kicks off what the hospital hopes are other community events in the park with a free concert.
“We hope many community members come out to enjoy this new space and the familiar favorite that is the South Royalton Town Band,” said Ashley Lincoln, director of development and public relations at Gifford.
The concert starts at 7 p.m. and is expected to last until 8:30 p.m. Spectators are encouraged to bring lawn chairs or a blanket, and even a picnic supper. The rain date is Wednesday, July 18. If the weather is questionable, visit www.giffordmed.org on the afternoon of July 11 for an update.
The Gifford park is located between the hospital and the Thrift Shop on South Main Street (Route 12) south of Randolph village. Ample parking is available onsite.
